Italian medieval cities were divided into districts, which Bergamo locals refer to as "vicinie." Named after their local church, they elected consuls, offered assistance, ensured public order and oversaw the operations of the church and the market.

The square in the San Pancrazio district has a central fountain designed in 1549 by Leonardo Isabello, son of Piero Isabello, the architect responsible for many of the city's buildings and churches.

The Civica Biblioteca (Public Library) still has the minutes of the vicini meetings held in the 13th century, written on parchment.
