From the late Carolingian age to the end of the 11th century when the ruling authority passed to the Town Council, in Bergamo the main rulers were increasingly the bishops.
Bishop Adalberto, after the partial demolition of the defence structures by King Arnolfo in 894, is said to have re-built the defences of the city in 904. Based on this belief, local historians have claimed that the tower was also built by the bishop, when in fact in the 12
th century it was the house of a noble family. The tower is one of the few survived among dozens formerly existing.
